Not much to say about this episode, frankly - no major twists, just a silly (and obvious) red herring with Elbia, interposed with a ton of BL jokes, a bit of otaku humor, and Shinichi developing his harem.
Elbia's dark and mysterious personality shift was the clear focus of this episode. Those expressions were just fantastic, I have to admit that yanderes have an appeal of their own. Of course we're just being trolled though, as there's no way a comedy harem show like Outbreak Company would get that dark and serious.
The wacky classroom arguments were pretty hilarious as well. I was seriously amused watching the students furiously debate which game is the best, especially those 10-year old dwarves! What really took the cake was the hipster trio rejecting galge and figures, calling themselves "shinshi" (gentlemen) and professing their love for loli, outraging the dwarf girl.
Of course, Petrarca refuses to be left behind on the otaku path and summons Shinichi and Minori, simply to (fail to) show off her tsundere appeal, leaving the two bewildered and speechless. It's pretty funny to watch a flustered Petrarca mistakenly announce that she's "tsundora!"
BL was a persistent part of this episode as well. Minori brought it up with Shinichi constantly, but waht took the cake was Galious thanking Minori and returning a BL book to her. I can totally sympathize with how disturbed Shinichi feels.
And where would we be without beloved Myuseru, the gentle soul illuminating the show. She holds her own in this episode, doing extra laundry to indirectly support Shinichi through Elbia's drawings, something she's unable to do herself, then later expresses gratitude for Shinichi's treatment and actions, even dreaming of equality one day.

Shinichi also deserves a fair bit of respect here. He manned up by asking Myuseru if she wants to go back with him, with Myuseru accepting, what an epic confession. Momo would be jealous of how alpha Shinichi is - basically a superior version of Rito. He also charms Elbia with a wink and acceptance of her non-human attributes, further cementing his harem. Even Minori congrats Shinichi on clearing the conditions for the harem route.
